Key takeaways (quick answers)

  • The EPFO wage ceiling for mandatory coverage is now ₹25,000 per month, up from ₹15,000.
  • It is notified and effective from 17 September 2026 (Gazette notification S.O. 5109(E)).
  • Contribution rates are unchanged: 12% from the employee, 12% from the employer (8.33% to EPS, 3.67% to EPF).
  • Employees with PF wages between ₹15,001 and ₹25,000 now come under mandatory EPF, EPS and EDLI coverage.
  • The September 2026 wage month needs a split-period calculation. The ECR is ordinarily due by 15 October 2026.

The Employees' Provident Fund Organisation (EPFO) manages retirement savings, pension and life insurance for India's salaried workforce. For years, one number decided who had to join: the wage ceiling. It stayed at ₹15,000 per month from September 2014. Employees who joined an establishment above that wage were generally outside mandatory coverage.

That has changed. The Union Cabinet approved a ceiling of ₹25,000 per month on 16 September 2026, and the Labour Ministry notified it the next day. EPFO wage ceiling increase 2026 is therefore no longer a proposal. It is current law.

This guide explains the new rules in plain language, shows PF calculations at four salary levels, and sets out what employers must do now. It separates what is officially confirmed from what still needs clarification.

What Is the EPFO Wage Ceiling?

The EPFO wage ceiling is the monthly wage limit used to decide mandatory coverage under EPF, EPS and EDLI. It also sets the cap on statutory contributions for most members. It is defined under Chapter III of the Code on Social Security, 2020.

Salary, gross salary, basic wages and PF wages

These terms are often mixed up, and the confusion causes payroll errors.

TermMeaning
CTCTotal cost to the employer. It is not a statutory concept for PF.
Gross salaryTotal monthly earnings before deductions.
Basic wages + DAThe core pay components, plus dearness allowance where applicable.
PF wagesThe wages actually used for PF calculation, as defined in the Code on Social Security, 2020.

EPFO's FAQs state that the wage ceiling is not tested against gross salary. It is tested against wages as defined in the Code, so the entire gross salary does not become PF-liable.

Ceiling for coverage vs wage base for contributions

The ceiling plays two roles:

  • Eligibility: whether an employee must be enrolled.
  • Contribution cap: the maximum wage on which statutory contributions are generally computed.

Simple example: Meera's gross salary is ₹38,000, but her Basic + DA is ₹22,000. Her PF wages (₹22,000) are within the ₹25,000 ceiling. Her gross salary does not exclude her. EPFO's FAQs make the same point with a ₹50,000 gross salary and ₹25,000 PF wages.

What Has Changed in the EPFO Wage Ceiling in 2026?

MilestoneDateDetail
Earlier ceilingSeptember 2014₹15,000 per month (raised from ₹6,500)

Why was it raised?

According to the PIB press release, the ceiling had not changed since 2014 despite considerable increases in wages, minimum wages and living costs. The government says the revision will widen social security coverage and encourage formal employment. EPFO's FAQs estimate that more than 51 lakh additional employees will come under mandatory coverage.

Status: Both the Cabinet decision and the Gazette notification are issued, so the ceiling is in force. EPFO has said it will issue further operational instructions, so keep checking circulars and the employer portal.

Who Will Be Affected by the New EPFO Wage Ceiling?

  • PF wages up to ₹15,000: No change in the ceiling's effect. Contributions continue on actual wages.
  • PF wages ₹15,001–₹25,000: Previously outside mandatory coverage if they joined above ₹15,000. Employers must now enrol them in EPF, EPS and EDLI from 17 September 2026.
  • PF wages above ₹25,000: Generally no mandatory coverage on this basis. Voluntary membership is possible with employer consent. Existing arrangements are not automatically reduced.
  • Existing members contributing on ₹15,000 despite higher wages: Contributions generally move to the higher wage base, up to ₹25,000.
  • New joiners: Coverage depends on PF wages at joining.
  • Employers and HR: Must identify, enrol, recalculate, report and remit.

Do not assume that everyone earning "below ₹25,000" is covered. The test is PF wages under the Code and the EPF Scheme, not gross pay. Membership history also matters. EPS membership, for example, is available only to employees whose wages on joining, or on the date of implementation, did not exceed the ceiling.

Two points from EPFO's FAQs help employers:

  1. Employees do not need to apply. Enrolment is the employer's statutory responsibility.
  2. Employees already contributing on wages above ₹25,000 are not required to reduce their contribution merely because the ceiling changed.

How Is PF Contribution Calculated?

The framework (rates unchanged)

ComponentPaid byRateGoes to
Employee contributionEmployee12% of PF wagesEPF account
Employer contributionEmployer12% of PF wages8.33% to EPS, 3.67% to EPF
EDLIEmployer0.5%Insurance fund
EPF admin chargesEmployer0.5%EPFO (minimum ₹500/month)

The ceiling caps the wage on which these percentages are generally applied. The maximum monthly EPS contribution therefore rises from ₹1,250 (8.33% of ₹15,000) to about ₹2,083 (8.33% of ₹25,000).

Worked examples (October 2026 wage month onwards)

Assumptions: PF wages (Basic + DA) as stated. The employee is EPS-eligible unless noted. There is no higher voluntary contribution. These are illustrations, not payroll instructions.

PF wagesEmployee EPF (12%)Employer EPS (8.33%)Employer EPF (3.67%)EDLI & Admin
₹15,000 (old cap)₹1,800₹1,250₹550₹150
₹20,000 (newly covered)₹2,400₹1,666₹734₹200
₹25,000 (new cap)₹3,000₹2,083₹917₹250
₹30,000 (above cap)₹3,000Nil*₹3,000₹250

*EPS membership is available only to employees whose wages at joining, or at implementation of the new ceiling, did not exceed ₹25,000. In the ₹30,000 example the employee is assumed to have joined above the ceiling and to have no earlier EPS membership. The full 12% employer share then goes to EPF.

The September 2026 transition month

Because the ceiling changed on 17 September, September needs a split calculation:

  • 1–16 September: earlier ceiling of ₹15,000 applies.
  • 17–30 September: revised ceiling of ₹25,000 applies.

EPFO's FAQs say this is reported in a single ECR, due ordinarily by 15 October 2026. For an employee with ₹20,000 wages who becomes a member from 17 September, the illustration shows wages of ₹9,333.33 (₹20,000 × 14/30) for the covered period.

Impact on Employers and HR Departments

  • Payroll processing: the ceiling master needs updating, with a 17 September 2026 effective date.
  • Employee eligibility: identify everyone with PF wages from ₹15,001 to ₹25,000, and existing members who were capped at ₹15,000.
  • Employer cost: a newly covered employee at ₹20,000 costs about ₹2,400 + ₹100 + ₹100 = ₹2,600 a month in employer-side charges, against nil earlier.
  • EPS enrolment: employees who were EPF-only may need to be made EPS members from 17 September.

Employer compliance checklist

  • ✅ List employees with PF wages of ₹15,001–₹25,000
  • ✅ List existing members capped at ₹15,000
  • ✅ Verify the PF wage definition used in each salary structure
  • ✅ Confirm EPS eligibility for each affected employee
  • ✅ Update the payroll ceiling master with the 17 September 2026 effective date
  • ✅ Run the September 2026 split-period calculation
  • ✅ File the September ECR and remit by the due date
  • ✅ Update employee communication and payslip formats

How HRMS and Payroll Software Can Help Businesses

A ceiling change touches many records at once: employee data, wage components, enrolment status, deductions and returns. Doing this by spreadsheet increases the risk of errors, especially in a split-month like September 2026.
